Maybe

"At least three suspected al-Qaeda militants have been killed by a US drone strike in Yemen ... On Friday, two suspected militants were killed in eastern Hadramout province, while at least five were killed by two strikes on 24 December." (BBC) 

What is wrong with this story? 

Websters Unabridged Dictionary: Suspect, v. t. - (1) To imagine to exist; to have a slight or vague opinion of the existence of, without proof, and often upon weak evidence .... 

So... the United States is killing persons on the surmise that they may be terrorists and upon the vague opinion, without proof, that being terrorists they may have done something criminal or might be planning it ... maybe, perhaps.
